Энг улуғ, энг азиз байрамимиз – Ўзбекистон мустақиллигининг йигирма саккиз йиллиги байрами қалбларимизга шукуҳ бахш этмоқда. Ўзбекистон Республикаси Президенти Шавкат Миромонович Мирзиёевнинг 2019 йил 8 июлда имзолаган “Ўзбекистон Республикаси давлат мустақиллигининг йигирма саккиз йиллик байрамига тайёргарлик кўриш ва уни ўтказиш тўғрисида”ги қарорига мувофиқ мазкур байрам “Жонажон Ўзбекистоним мангу бўл омон!” деган бош ғоя асосида ташкил этилмоқда.
Ҳақиқатан, халқимизнинг ушбу хоҳиш-иродаси биз учун муқаддас. Мана, 28 йил давомида мустақиллик бизнинг энг муқаддас туйғумиз, буюк неъматимиз ва энг олий қадриятимизга айланди.
Ўзбекистон бугун ўзига хос тараққиёт йўлида янги босқичга қадам қўймоқда. Мамлакатимизда фуқароларга ўз иқтидорини кўрсата олиш ва орзуларини рўёбга чиқариш учун имкон берадиган тизим шаклланди. Амалиётга татбиқ этилган қонун устуворлиги тамойили фуқароларнинг ҳуқуқий онгини юксалтириш, ташаббускорлик ва тадбиркорлик хусусиятларини жонлантиришда муҳим аҳамият касб этмоқда.
Ҳаракатлар стратегиясига Ўзбекистон Республикаси Президенти Шавкат Мирзиёевнинг сайловолди учрашувларида қайд этилган мамлакатни ҳар томонлама ривожлантиришга оид концептуал ғоялари методологик асос бўлди. Мазкур Ҳаракатлар стратегиясида қуйидаги 5 та устувор йўналишлар белгиланган:
1. Давлат ва жамият қурилишини такомиллаштириш.
2. Қонун устуворлигини таъминлаш ва суд-ҳуқуқ тизимини янада ислоҳ қилиш.
3. Иқтисодиётни янада ривожлантириш ва либераллаштириш.
4. Ижтимоий соҳани ривожлантириш.
5. Хавфсизлик, миллатлараро тотувлик ва диний бағрикенгликни таъминлаш, чуқур ўйланган, ўзаро манфаатли ва амалий руҳдаги ташқи сиёсат юритиш.
Ушбу ҳужжат 1992 йилда қабул қилинган Ўзбекистон Республикаси Конституциясининг нормалари ҳамда 2010 йилда биринчи Президентимиз Ислом Каримов тақдим этган “Мамлакатимизда демократик ислоҳотларни янада чуқурлаштириш ва фуқаролик жамиятини ривожлантириш концепцияси”да белгилаб берилган устувор йўналишлар доирасидаги демократик янгиланиш ҳамда модернизация жараёнларининг мантиқий ва қонуний, изчил ва узвий давомидир.
Умумий ҳисобда Ҳаракатлар стратегиясида 2017–2021 йилларда умумий қиймати 40 миллиард АҚШ доллари миқдоридаги 649 та инвестиция лойиҳасини назарда тутувчи тармоқ дастурларини рўёбга чиқариш режалаштирилган. Натижада ушбу йилларда саноат маҳсулотларини ишлаб чиқариш 1,5 баравар, унинг ялпи ички маҳсулотдаги улуши 33,6 фоиздан 36 фоизгача, қайта ишлаш тармоғи улуши 80 дан 85 фоизгача ошади.
Айни пайтда бу муҳим стратегия давлатимиз ва жамиятимизни ривожлантиришнинг мутлақо янги босқичини бошлаб бермоқда.
Ўзбекистон Республикаси Президентининг 2019 йил 17 январдаги “2017-2021 йилларда Ўзбекистон Республикасини ривожлантиришнинг бешта устувор йўналиши бўйича Ҳаракатлар стратегиясини “Фаол инвестициялар ва ижтимоий ривожланиш йили”да амалга оширишга оид Давлат дастури тўғрисида”ги фармонида умумий қиймати 16,9 триллион сўм ва 8,1 миллиард АҚШ долларига тенг лойиҳалар амалга оширилмоқда.
Шу асосда юртимизда фаол инвестиция сиёсати юритилмоқда, замонавий корхоналар барпо этилмоқда, солиқ тизими тубдан ислоҳ қилиниб, тадбиркорлик ва хусусий мулкни ривожлантириш, барча соҳа ва тармоқларда инновация, илм-фан ютуқлари, янгича ва ижодий ёндашувларни жорий этишга алоҳида эътибор берилмоқда.
Муҳтарам Президентимиз ўз нутқларида Истиқлолнинг 28 йиллигини нишонлаш тадбирида “Миллий тикланишдан – миллий юксалиш сари” деган эзгу ғоянинг бугунги тараққиёт даврининг устивор шиори эканини алоҳида таъкидладилар.
Дарҳақиқат, “Бундан йигирма саккиз йил олдин биринчи Президентимиз, муҳтарам Ислом Абдуғаниевич Каримов халқимиз ва бутун жаҳонга Ўзбекистон Республикасининг давлат мустақиллигини эълон қилди.
Ўтган қисқа даврда жонажон Ўзбекистонимиз машаққатли, шу билан бирга, шарафли истиқлол йўлини босиб ўтди.
Бугун бир ҳақиқатни катта ғурур ва ифтихор билан айтишга тўла асосимиз бор: мард ва матонатли халқимиз қанчалик қийин ва оғир синовларга дуч келмасин, ўзининг мустаҳкам иродасини намоён этиб, ўзи танлаб олган мустақиллик йўлига доимо содиқ бўлиб келмоқда.
Бугун Ўзбекистон ўз тараққиётининг янги босқичига дадил қадам қўймоқда. Мамлакатимизни модернизация қилиш, инсон ҳуқуқ ва эркинликларини, қонун устуворлигини таъминлаш асосида Ўзбекистоннинг янги, демократик қиёфаси яратилмоқда. Бу борада Ҳаракатлар стратегиясида белгилаб берилган “Миллий тикланишдан – миллий юксалиш сари” деган устувор ғоя биз учун дастуриламал бўлиб хизмат қилмоқда.

Ўзбекистон Республикаси Соғлиқни сақлаш вазирлиги, БЖССТ ва Микробилогия, вирусология ва иммунология кафедраси ҳодимлари томонидан ташкиллаштирилган “Микробларга қарши қўлланилувчи препаратларга микроорганизмларнинг чидамлилигини назорат қилиш миллий дастури”ни ишлаб чиқиш ва тадбиқ этиш мақсадида, БЖССТ вакиллари Доктор Данило Ло Фо Вонг, Доктор Элизабет Л Стокллар томонидан “Микробларга қарши қўлланилувчи препаратларга микрооргнизмларнинг чидамлилиги” мавзусига бағишланган МАСТЕР-КЛАСС бўлиб ўтиши режалаштирилмоқда. Барча манфаатдор мутахассисларни ушбу МАСТЕР-КЛАСС ишида қатнашишга таклиф қиламиз.
